to the questions raised by  Constantine ROTARU - president of the Socialist Alliance Party
from Romania on February 17, 2010.

Dear Mr. President Constantine ROTARU

Respectfully thank you for your question .With your permission I'll clarify and remind to you the following :

From the Founding Committee of the Romanian Participatory Socialist Party can make part all those who join (individual, in group, or even as registered political parties as PAS-Socialist Alliance Party) the thesis of Romanian Participatory Socialism. The goal ,itself, is not to create a new left political party but to unify all left Romanian movement around the  Marxist ideology adapted to the exigencies of the society in which we live at the beginning of the XXI Century.
The  left parties without a clear ideology have few chances to maintain their existence for long time on Romania's political arena from lack of members, followers, supporters and voters. How is telling in  Romania: "will play the step (PAS-ul) on the same place" till will disappear from Romania's political arena.
The parties which assumes Marxist ideology in the twentieth century terminology and practice, as you know, are currently attacked and contested inclusive at the European Union level, by the current capitalist society, as being no constitutionals. As arguments "capitalist ideology" took care that in the last 20 years to act consistently in the direction of the association of "communism" with "fascism" on idea that are generating political "totalitarians " systems. As a result, on the last years in Hungary and Poland was banned the communist symbols and in the Czech Republic are chances to be putted out of law the Communist Party of Bohemia and Moravia, after about 20 years of parliamentary activity.
In Romania, things are much clearer. The National Security Law provides that "any movement of communist or fascist origin are under the law incidence".

It proves, what I have said many times, namely that in the last 20 years in Romania are made  some experiments which are then extended to the whole European Union.Take into account the Romanian Pension Law. The extension of the retirement age to 65 years for men and women was made first in Romania and at present are promoted similarly laws in France and other European countries.

At my suggestion we tried together since 2005, from the First Congress of the European Left Party in Athens, to convince the Czech friends to organize together on the frame of the European Left Party "a working group of the parties from the former socialist countries" starting from the idea that we have a common experience from the real socialism period, before 1989.

During the same political event we had talks with the President of the Communist Party of Bohemia and Moravia, Mr. Fillip and we proposed to him to organize a meeting in Prague "for all left parties from the former socialist countries " to establish common points of views regarding the socialist theory and practice before 1989 and to adopt the common necessary decisions for being in a position to counteract the capitalist ideological offensive which had started already against the left movement from Rumania, from Europe and from all over the World.

Our efforts have not enjoyed the receptivity which we expected perhaps and because this initiative belonged to the only no parliamentary left party, member of the European Left Party, coming from a former socialist country.

This negative experience decided me to act alone to make an objective analysis of the socialist theory and practice of the twentieth century being convinced by both internal and international concourses of events that the present capitals society which reached, as Marx said, in the stage of imperialism development will not allow the transfer in the same form of the socialist theory and practice from the XX-th Century  into the XXI Century.

As you know the first form of "the thesis of participatory socialism" I drafted in 2006 and I presented it for information to an Executive Bureau of the Socialist Alliance Party, as founding member of the Socialist Alliance Party and the European Left Party and Vice President and Responsible of the International Relations Department of the Socialist Alliance Party. Idea was to achieve an open debate of these theses on the frame of the Socialist Alliance Party.
Unfortunately, as you know, contrary to my expectations Mr. Ion Stanescu, the prime-vice-president of Socialist Alliance Party  and former Chief of Security State Department before 1989, recommended me to discuss these theses  with the dramaturge Paul Everac which then was leader of the Left Intellectuals Committee from the Socialist Alliance Party. Other colleagues from the Executive Bureau inclusive you, have not agreed some stipulations from my theses  like "a leadership functions on a left socialist party has to be a function of  execution not a command function" respective the proposal as" the President of the party to  be elected by National Council not by Congress".

But, as you know me, when we speak about principles, I do not give up easily. In year 2002 I initiated the creation of the Initiative Committee for the Unity of Workers and Socialist Movements from Romania.  The founding document of this Committee of Initiative you can find by the website www.pspr.forumul-social.ro.
After the creation of the the Initiative Committee for the Unity of Workers and Socialist Movements from Romania the former President Ioan Sasu, with those who helped him to abolish the Labour Socials Party in 2003, suspended me from the  Executive Bureau of the Socialist Labour Party, but he did have the courage to submit this proposal for the approval of the Plenary of the Labour Socialist Party. This situation allowed me to have continuity in my work on the field of foreign relations with other European left parties for preparing together the foundation of the European Left Party, in which the Labour Socialist Party follow to be one of the founding party.

I hopped that making the Labour Socialist Party founding member of a new European left party different by European Socialist Party,in which Social Democrat Party from Romania was member, I'll successes to stop the absorption of Labour Socialist Party by Social Democrat Party only by doctrinaire approaches motivation and the personal interests of some leaders.

Because the Labour Socialist Party was absorbed by illegal means by Social Democrat Party from Romania, on year 2003, before to be created the European Left Party I promoted the new Socialist Alliance Party ,created together, on August 2003 , as founding member of the European Left Party on the Congress held up in Rome on 8/9  May 2004.With this occasion, in accordance with the Statute of the European Left Party you as President of the Socialist Alliance Party became automatically member of the Council of Presidents and I was elected by open voting member of the Executive Bureau of the European Left Party.

The four colleagues from Workers Romanian Party who signed the document for setting up the Initiative Committee for the Unity of the Workers and Socialist Movements from Romania, were simply expelled from the party by former president Ion Cristian Nicolae.

From the comportment of both presidents Ioan Sasu and Ion Cristian Nicolae results that indeed, in both parties, the leadership functions had become functions of command in which the personal interests of both leaders were putted ahead of parties interests. Both parties was destroyed by their leaders.

Mr. Ioan Sasu became member of Social Democrat Party and deputy on Romanian Parliament and Mr. Ion Cristian Nicolae a big businessman.
At present Mr. Ioan Sasu and the majority of the former Labour Socialist Party members which became members of Social Democrat Party left this party which never paid attention to them and Mr.Ion Cristian Nicolae prefer to stay out of political involvement from personal reasons.

In December 2008 I created the Initiative Committee for the Unity of Workers, Left Socialist and Communist Parties and Movements from Romania, in the name of which I promoted domestically and internationally " the Theses of Romanian Participatory Socialism at the beginning of the XXI Century".
At the international level on years 2007 and 2009 I participated to the symposiums organized by Labour Party from Mexico, at the Congress of the Communist Party of Greece (where I represented according to our personal understanding also the  Socialist Alliance Party, because I received the  invitation on behalf of the Initiative Committee for Unity of Workers, Left Socialist and Communist Parties and Movements from Romania) and in 2008 when as member of the Executive Bureau of the World Peace Council I attended the General Assembly of the World Peace Council in Caracas- Venezuela, I used this opportunity to make known "the theses of Romanian Participatory Socialism  at the beginning of XXI Century" in all my discussions with representatives of the workers, left socialist and communist parties from all Latin America.
The receptivity of these left parties from Latin America, which are in front of great revolutionary changes regarding "the theses on Romanian Participatory Socialism at the beginning of XXI Century" was determined by the fact that offered to them the experience and the conclusion resulted from the critical analysis of" the representative socialism post-feudal of State" that existed in Romania and in all the balance European socialist countries until 1989 and the concrete perspective of "the participatory socialism post-capitalist of the working people" for the next stages of development.

These encouraging results obtained internationally terminated me to work with the members of the Initiative Committee for the Unity of Workers, Left Socialist and Communist Parties and Movements from Romania, to convert ,on 25th December 2009 ,this Initiative Committee ,on "The Founding Committee of Romanian Participatory Socialism Party".

On the Website: www.pspr.forumul-social.ro will be published for your and party colleagues edification the correspondence with some left parties that asked me if creating this Founding Committee of Romanian Participatory Socialism Party will still remain member of the Socialist Alliance Party or if I'm going to split the Socialist Alliance Party. As I mentioned above, my answer was very clear. The Founding Committee of Romanian  Participatory Socialism Party does not propose to divide the movement and workers', left socialist and communist parties from  Romania, as made for 20 years the Social Democrat Party from Romania, but to unite them together on the base of the Theses of Romanian Participatory Socialism.
On the same time on the site: www.pspr.forumul-social.ro can be found the concrete positions of friend parties, people and political personalities  regarding the Theses of Romanian Participatory Socialism .

As you remember when I spoke to the Founding Congress of the European Left Party on May 8 2004, in Rome, I related how after a journey of over 2000 km, our delegation arrived in Rome with a bus, late at night, and I expected as our members to claim that they are very tired. The pleasant surprise was when all of them told 'we are happy that arrived home'. In Rome ,we all Romanian felt " home".

And because we spoke about "home", I ask your permission for expressing my conviction that if before my theoretical demarcation made between the members of Socialist Alliance Party in " the representative democratic socialists" and "the participatory democratic socialists" the Head Office of Socialist Alliance Party from Bucharest was spacious enough for all of us ,I think that also on the future we could have a common  "work program and registration" for realizing together the unity of all members of Socialist Alliance Party and of all workers, left socialist and communist parties and movements from our country on the base of "the Theses of Romanian Participatory Socialism".
Only united we can become "a real left political force" and an alternative for the Romanian electorate in our struggle with the Romanian social-democracy.

With friendship and solidarity
